As guidelines i would put, is as it were real life. 
The teachers HAve to atleast post once a week showing
that they do have a class being offered, so everyone
knows.  Even if no one is interested.  The period of
the longest inactivity should be a month, without
notice or excuse.  If they do have an excuse, give
them work with no pay.   Also, if they have a
substitute, they should Get 1/2 pay, and the
substitute get the other half, just for the
inconvienence.  Something like that.  Just depends on
the jobs.  Like for the doctors, make manditory for
one to HAVE to go to the doctors after a loss of 2
battles.  Its gives them more business.  Let them post
every two weeks seeing as how teachers are needed alot
more than doctors.  And then u can down or up the pay,
looking at how much business they get.  Ya Know, but
hey, its my idea, dont have to go by what i say^_^
